iDen2 allows the issuing authority to give citizens a digital credential that simply states what they are entitled to. Service providers verify it instantly, and because the citizen can share only the relevant detail, a pharmacy or a transit operator can confirm entitlement without learning which program it comes from or why. When circumstances change, the credential is updated or canceled at source, so entitlements stay current without a fresh round of paperwork for either side.
